The Turkey match is part of a double-header of home qualifiers, with England facing Andorra at Stoke City four days earlier.
Boothroyd said: “I'm really pleased with the start to our qualifying campaign. We're now playing at two great stadiums, clubs with fantastic support and we hope people come and get behind us. We know from our game away in September that Turkey are a really strong, physical and technical side.
We'll be in for a tough test and hopefully a good game.”
England Under-21s’ last visit to Turf Moor, back in November 2014, ended in a 3-1 win against Portugal thanks to a Danny Ings brace and a Carl Jenkinson strike.
